2.6 Holly Roman Law Form

Article 70 - Exarch

An Exarch is the official title first created in 325 CE by Constantine to describe the administrative governor of a Kuklos (κύκλος), or highest political division of the Holly Roman Empire.

The word exarch comes from the Ancient Greek eξαρχος (éxarkhos) meaning a “leader of political division, province or region”.

In political and administrative matters, the Exarch reported directly to the Pappas (Emperor), but in all religious affairs, the Exarch was required to submit to the ultimate authority of the Patriarch of the Kuklos (κύκλος).

From 313 CE, there were six (6) Exarchs being Galatia (Arles), Philadelphia (Ravenna), Alexandria, Philippi (Thessalonica), Ephesus and Jerusalem.
